Rewrites the entire content of user_custom_rules.scss file.
Only use this tool when you can not modify the style of the page directly in the
HTML (e.g., with styling classes and inline style attribute).

For general styling, it's better to apply them directly in the HTML of the sections.

The content should be valid SCSS.
